After month of political wrangling, President Barack Obama this week signed the compromise debt ceiling bill at the 11th hour. The issue of cutting the deficit was front and center in the spring of 1993. The issues then seem to be the same as they are now. Bill Clinton's deficit reduction plan increased taxes and created a deficit reduction trust fund.
